Digital Sovereignty

Governing for Autonomy

The OSPO’s Role in Achieving Digital Sovereignty through FOSS AI

Seminar 1

13:0015 mins13/11/2026

Following last year’s presentation about discovering the “AI jungle” and drafting initial risk frameworks, this year the focus will be on operational reality and the critical realization that relying entirely on proprietary AI black boxes threatens an organization’s digital sovereignty. To maintain control over their data, infrastructure, and technical destiny, organizations are increasingly turning to FOSS AI solutions. The OSPO is uniquely positioned to lead this transition, shifting from a traditional compliance office to a strategic enabler of digital autonomy.

As EU AI Act compliance deadlines approach, the demand for transparency has intensified. This is where FOSS AI serves as a practical shield. By leveraging open-source technologies and the Open Source AI Definition, OSPOs can help organizations deploy models locally or in sovereign clouds. This approach avoids vendor lock-in, ensures data privacy, and retains full governance over the infrastructure. On the other hand, as AI systems evolve into “Agentic” mode of operation, securing this self-hosted environment becomes a complex and dynamic challenge.

This presentation will explore how OSPOs can practically utilize FOSS to secure and assert digital sovereignty in an AI-driven world, including the operational trade-offs of hosting open models, how to build verifiable and independent AI stacks, and how to govern autonomous agents without compromising control over one’s data and infrastructure.
