The IT-Strategy of the “Gemeindenverband” has the goal to support and improve the digitalization of the 116 municipalities and the 7 District Communities present on the South-Tyrolean territory. “Goffice 2.0” follows this strategy in order to extend, modernize and innovate the main IT-infrastructure of the municipalities and to achieve an End-to-End/Citizen-To-Administration digitalization of the business processes and procedures within the boundaries of the national and local laws, using the state-of-the-art technology. The main infrastructure will be a collection of modular microservices, that are able to interact with the main public and private third-party software in use in South-Tyrol and in Italy, like RDBMS, DMS, ERPs, local and national WEB-Portals and infrastructures and with the national digital Identity called SPID. The citizens will be able to identify themselves with their digital identity, they’ll fill out a Web-Form and will send the generated digital document and the embedded data to the back office of the municipalities. The document will be automatically registered, and the data will populate and activate the digital processes and procedures that are managed by the officials using the new back-office-software. The answers to the citizens and the official documents will be sent to the citizens through the South-Tyrolean portal called myCIVIS and even by email in order to close the digital lifecycle and to avoid the use of analog and materialized communication.
The new architecture and the new services will be built and published as a shared service for all the public administration in Italy and as an Open-Source-Project that can be reused and extended by the interested communities and by the companies on the market. The software will be produced following the principles of “Security by Design” and “API-First” and the whole software lifecycle will be managed with agile methodologies. The project will be structured in four main deliverables: the analysis of the new architecture, the build of a new, modular and innovative architecture and the development of two end-to-end eGovernment services, one for private citizens and the other for the companies in South Tyrol.
Goffice 2.0 will be the Open-Source-Foundation for the development of digital services and for the back-office digitalization of the local municipalities at least for the next 5-10 years.
