Can we reach a full Cybersecurity Controls Stack with Opensource? What’s still missing?

Most of the organizations of any size and budget need to increase their effort on cyber security protection detection and response capability either in skills than in tools. How is the current availability of effective cyber security opensource tools ? Lowering the costs of adoption of such tools may help to focus more on skill development and anyway increase coverage increasing the level of protection that for many organization is still extremely low putting the organization themselves in great risk.
